Latias is a Psychic/Dragon-type Pokémon that can be found in Pokémon Emerald. It is a powerful Pokémon that is difficult to catch, but it is worth the effort. Here are the steps on how to get Latias in Pokémon Emerald:

Beat the Sootopolis Gym. You must first beat the Sootopolis Gym in order to challenge Latias.
Talk to Steven Stone. After beating the Sootopolis Gym, talk to Steven Stone in the Mossdeep Space Center. He will tell you about Latias and give you the Eon Ticket.
Go to the Southern Island. Take the ferry from Slateport City to the Southern Island.
Find Latias. Latias will be wandering around the Southern Island. Talk to it and it will challenge you to a battle.
Catch Latias. Latias is a Level 50 Pokémon, so it will be a difficult battle. Use your strongest Pokémon and be sure to use moves that are super effective against Psychic/Dragon-type Pokémon, such as Dark-type moves.

After you have caught Latias, it will become a member of your team. You can now use it to battle other trainers and Pokémon.
